Load Management Programs

Capital Electric Cooperative (CEC) offers a number of incentives to its members to participate in electric programs that save both the member and CEC money. As a distributor of electricity, we are constantly building and maintaining the infrastructure (i.e. poles, meters, transformers, etc) that is necessary to provide affordable and dependable electrical service to our members. An important goal for CEC is to utilize the infrastructure that is in place as efficiently as possible. To do this, we offer special rates to encourage the use of electric heating and also utilize a process called load management. The following menu will allow you to navigate to the area you are interested in:

What is All Electric Heat Service? 

This service is simply as it sounds—a member heats all or a portion of their residence, garage, shop, business and/or related work areas using electricity and in turn, receives a discount on the electricity that they purchase for this purpose. 

  • Any electric heat eligible for this rate shall be sub-metered separate from all other circuits.
  • The member shall be responsible for all costs related to the electrician-installed meter socket and wiring, and CEC shall provide and install the meter. 
  • Any member determined by CEC to qualify for this rate shall be billed at a rate of $.042 for each kWh of usage shown on the heat meter beginning with October’s consumption period and ending with April’s consumption period (7 month heating season).   NOTE:  A $3.00 monthly meter charge is also charged during these 7 months.

Why should a member participate in the All Electric Heat Service?

With the uncertainties associated with natural gas, propane and fuel oil prices, you may want to consider converting your heating system to electric heat. 

Since its inception, electric heat has always been a stable and affordable choice for home heating. While prices for other forms of heating continue to fluctuate radically, our electric rates remain low and stable. No other heating form offers this price stability.

Converting to electric heat can be an investment. This expense causes many customers to delay converting to electric heating. The conversion cost should be looked at as an investment, however, rather than an expense - an investment that will benefit your pocketbook for years to come. CEC can help you purchase energy efficient equipment through an ERC Loan.

What incentives does CEC offer for converting to All Electric Heat Service?

Financing

CEC currently offers special financing to our qualified members for the purchase and installation of a high efficient electric heating system through an ERC Loan. Installing electric heating is an investment in energy savings that will benefit your pocketbook for years to come.

Comfort

No other type of heating comes with more options than electric. We offer many different alternatives for keeping your entire home warm and cozy. With electric, there are no "hard to heat" places!

Capital Credits

As a member of Capital Electric Cooperative, members are allocated patronage on all billing revenue that they generate, including on that of electric heat. Because of this, CEC members with Electric Heat Service receive additional capital credits to what they normally would earn.

What is Off Peak electric heat?

Off-peak electric heat utilizes the concept of dual energy. A dual energy heating system simply uses two sources of fuel rather than one. With off-peak electric heat, electricity is the primary heat source. Capital Electric has a control system that makes the switch from one heating source to another automatic. With an adequate backup system, you shouldn't even notice the difference. Combining two different energy sources allows Capital Electric to maximize efficiency, which allows us to offer you extremely low heating rates.

What Off Peak Options are available?

Dual Fuel Heat in Living Quarters

  • Electricity is the primary heat source, with a non-electric system serving as the back-up to the electric heat.
  • The back-up system will be automatically turned on during system load control.
  • Any member determined by CEC to qualify for this rate shall receive a rate of $0.03 per kWh on the heat meter beginning with October’s consumption period and ending with April’s consumption period (7 month heating season).  A $3.00 monthly meter charge is also charged during these 7 months.

Conditions for living spaces:

  • Thermostatically controlled fossil fuel backup required
  • Backup heating system must be sized properly to heat entire home independently from electric heating system. 
  • Living spaces without backups do not qualify for off-peak heat rate options (excludes shops / garages)
All circuits receiving an off-peak rate must be controlled
  • Capital Electric provides necessary meter and load management receiver to effectively control the member’s specified load. All labor and other equipment and materials, including the meter socket, necessary to control the member’s specified load will be furnished by the member.
  • Member understands that off peak heating program involves the technical ability and intention of CEC to control and interrupt the flow of electric energy delivered by CEC to the member for the purpose of reducing CEC’s electrical load during peak periods or at such other times as felt necessary by CEC. Such interruption of electrical energy to the member may occur at any time and for an indeterminate period. 
  • The off-peak meter will not be set in homes that do not have an adequate backup system.

Dual Fuel Heat in Garages and Shops

  • Similar characteristics and rates to Dual Fuel Heat in Living Quarters. The main difference is that a backup heating system is strongly recommended, but it is not required.

What is the difference between Off Peak Heating and All Electric Heat Service?

Off-Peak Heating and Electric Heat Service are both great tools for saving money and promoting long term energy efficiency. They are very similar to each other as both rates are available for those that utilize forms of electric heat. The main difference is that Off-Peak Heating has a secondary (backup) heating source and because of this, qualifies to be load controlled while Electric Heat service cannot be controlled because no backup exists. The overall rate for Off-Peak Heating is better than that of Electric Heat Service because of the load control capability. However, it is important to realize that both incentive programs offer substantial discounts from the everyday electricity rate and can save consumers substantially when compared to other forms of heat such as gas, propane, etc.

Off Peak Water Heating

A monthly credit is offered for water heaters that can be interrupted, or load controlled, for up to a four (4) hour maximum period at one time. Each time off period will be followed by an equal time on period, with a maximum control time of twelve (12) hours per day. Load control of the water heater will take place with the installation of a remote load control receiver (LCR). CEC will provide the LCR but the member is responsible for the installation costs.  Five (5) mils (one-half cent) credit per KWH, up to 1,000 KWH billed monthly ($5.00 total credit), will be given for water heaters that are subject to load control under this rate. The credit is granted regardless of whether the water heater is controlled in that billing period.

Off Peak Irrigation

Off peak irrigation rate is available for irrigation services that can be interrupted, or load controlled, as necessary by CEC.  Load control of irrigation service will take place with the installation of a remote load control receiver (LCR). CEC will provide the LCR but the member is responsible for the installation costs. Control times will be at the discretion of CEC.  It shall be the intent of CEC to provide as much operating time as practical.  Contact CEC today for rate information.
